Care Reform (Scotland) Act 2025
The Act deals with how health and social care information is handled, and how social care is delivered and regulated. Specifically, Section 25 modifies the Social Work (Scotland) Act 1968.
A key change is the creation of the National Chief Social Work Adviser (NCSWA), a senior social worker appointed by Scottish Ministers to provide expert advice on social work policy and on protecting people at particular risk of harm.
The NCSWA must also publish an annual report on the state of social work services and the workforce in Scotland.
The Act also requires Ministers to establish the National Social Work Agency, made up of government staff, to support the NCSWA in carrying out these responsibilities.
