Programme planning and implementation
Implementation of the NSWA will be phased to support a smooth transition and effective mobilisation. Key milestones include recruitment of key staff, the soft launch of the NSWA, publication of the interim Corporate Plan for Year One, and the establishment of core systems and processes. The interim Corporate Plan will set out immediate priorities and guide the NSWA’s first year of operation, with progress reviewed regularly and updates made in response to emerging needs and feedback.
Following the interim period, the NSWA will transition to a multi-year corporate lan, supported by annual delivery planning and regular performance reporting. The shadow programme board will oversee delivery until the formal NSWA governance structures are in place.

Progress against these milestones will be tracked through regular programme board meetings, with updates provided to the NSWA Management Advisory Board and Scottish Ministers, as the NSWA goes live. Any significant slippage or emerging risks will be escalated promptly for action.
