Procurement strategy

All procurement activity for the NSWA will be conducted in full compliance with relevant legislation, procedures, and policies. The NSWA will operate in accordance with current public procurement legislation and Scottish Government procurement policy including the Scottish Procurement Policy Manual. No changes are proposed to statutory or regulatory frameworks, and all statutory obligations will be rigorously observed throughout the procurement process.

A ‘single-organisation’ model is being adopted for the procurement of shared services. This approach is designed to maximise value for money, efficiency, and consistency across the NSWA. Early market engagement is underway, including exploratory discussions with several agencies that possess the requisite capability and capacity to deliver the required services. This approach is intended to ensure robust competition, transparency, and the selection of the most economically advantageous solutions.
