Requirements to realise savings
To fully realise the financial benefits of the NSWA model, a number of enabling actions are essential:
- Successful recruitment to all permanent posts: This is critical to reducing reliance on expensive secondee arrangements used within OCSWA, which have historically inflated staff costs and created instability.
- Implementation of shared services for HR, finance, and IT: Leveraging shared services will drive efficiencies, reduce duplication, and ensure the NSWA benefits from established systems and expertise, supporting both operational resilience and value for money.
- Effective procurement processes and negotiation for all non-staff spend, particularly for shared service costs and accommodation within SG. Robust procurement processes will ensure that all non-staff costs (including systems, shared services, and facilities) deliver best value and are subject to ongoing scrutiny.
- Ongoing financial monitoring and reporting: Regular review of expenditure against budget will ensure that any emerging pressures are identified early and managed proactively, maintaining affordability and supporting continuous improvement.
