Introduction

The purpose of the economic case was to identify and appraise the options for the delivery of the NSWA, and to recommend the option that was most likely to offer best value for money. 

The economic case provided an assessment of the options for establishing the NSWA, including the economic costs and relative performance of each option against agreed criteria.

A two-stage options appraisal and economic analysis resulted in a public body, in the form of an executive agency, recommended as the best model to meet the needs of the partners’ involved in the options appraisal.
