Monitoring and review

Once established, the NSWA will report its progress to Scottish Ministers, COSLA leaders and sector partners. An annual report will be published by the National Chief Social Work Advisor / Chief Executive. An external evaluation of the Trauma Responsive Social Work Services Implementation and Learning Programme will also take place to assess its process and impact. 

Within ten years of the policy proposed being enacted, a formal post-implementation review will be conducted. The review will examine: 

  • whether policy objectives have been met
  • whether costs and benefits have occurred as expected
  • stakeholder views on implementation
  • compliance levels and effectiveness of the enforcement regime
  • confirmation that the five principles of better regulation are being met

It will also look at: 

  • whether the review will be a statutory or non-statutory commitment
  • criteria for modifying or replacing the policy if objectives are not achieved or if the policy is no longer relevant
